Esnow,
That elbow between the throttlebody and the MAF sensor has a resonator box attached under the bend. Its there to help quiet the intake noise but it also disrupts the airflow causing massive turbulence. To get the full benefits of a cone filter that elbow section needs to be replaced to smooth out the air flow.
